The incident occurred in Los Angeles, CA and it's alarming. This mail carrier didn't seem to have any reason as to why they pepper-sprayed the dog. The security footage shows the dog wasn't being aggressive in any way, it was just being curious like most dogs. Also, let's note the TALL fence between them. What are your thoughts on this?
